## Summary

Sanctuary Care Limited is considering outsourced window-cleaning and gutter-clearance services for its care homes. The expected work covers planned and reactive external window cleaning, including glass, frames and sills; internal cleaning in communal areas where required; and cleaning of conservatories and other glazed areas. Gutter work would include removing leaves, moss, silt, vegetation and other debris, clearing downpipes and hopper heads, and unblocking them to restore rainwater flow. Suppliers may also be asked to inspect gutters, joints, brackets and downpipes, report defects or maintenance needs, provide photographic or other completion evidence, and attend reactively to blockages. Delivery is expected across Sanctuary Care’s homes in England and Scotland. The organisation operates 108 not-for-profit care homes providing residential, nursing, dementia, palliative and respite care.

This is at the planning stage: Sanctuary Care is conducting preliminary market engagement to shape its requirements and procurement strategy, not inviting tenders. Suppliers are asked to share views on market capability, geographic coverage, service delivery, commercial arrangements and how the work could be structured. The engagement questionnaire is due by 15 November 2026. The buyer expects a subsequent procurement notice on 12 January 2027. The stated estimated value is £625,000 excluding VAT (£750,000 including VAT). A single lot is shown as suitable for SMEs, with an indicated contract period from 1 July 2027 to 29 June 2030. The scope, contract duration, extension options and commercial arrangements remain under development; supplier feedback is intended to inform them. No evaluation criteria or procurement procedure are set out at this stage.

The buyer explicitly welcomes responses from suppliers of all sizes, including SMEs, regional and local firms, and businesses able to cover only part of the geographic area or service scope. This makes the market engagement relevant to specialist window cleaners, gutter-clearance contractors and providers able to coordinate both services, whether operating nationally or in a local area. Providers with capacity for planned visits as well as reactive call-outs may have useful input, particularly on geographic coverage and practical service delivery across care homes. Experience inspecting drainage components, identifying defects, clearing blockages and supplying photographic or other completion evidence would align with the anticipated work. Sanctuary Care is seeking feedback to shape a competitive and sustainable arrangement; participation is voluntary, is not supplier selection and is not a condition of any later tender. Respondents bear their own engagement costs. No specific qualifications or accreditations are described.

## Notice

Sanctuary Care is undertaking Preliminary Market Engagement (PME) with prospective suppliers and other interested organisations operating within the window cleaning and gutter cleaning services market. This engagement will help inform the procurement strategy and future contracting approach for potential outsourced service contracts. Sanctuary Care operates 108 not-for-profit care homes across England and Scotland and has provided residential, nursing, dementia, palliative and respite care for more than 25 years. The requirement is expected to include the provision of planned and, where required, reactive external & internal window cleaning as well as gutter clearing across Care Homes. The scope is expected to include: * external window cleaning, including glass surfaces, frames and sills; * internal window cleaning within communal areas, where required; * cleaning of conservatories and other relevant glazed areas, where applicable; * planned gutter cleaning and clearance, including the removal of leaves, moss, silt, vegetation and other debris; * cleaning and clearance of downpipes and hopper heads and the removal of blockages to restore the free flow of rainwater; * visual inspection of gutters, joints, brackets and downpipes; * identification and reporting of defects or maintenance requirements; * provision of appropriate photographic and/or service completion evidence; and * reactive attendance for blocked gutters and downpipes, where required. The estimated contract value, initial contract term and any extension options remain under development at this stage. Supplier feedback is sought on contract duration and commercial arrangements that would support competitive and sustainable delivery. Further details will be provided in any subsequent procurement notice and documents. Purpose of the Engagement The purpose of this preliminary market engagement is to obtain supplier feedback to help Sanctuary Care develop its requirements and procurement strategy. Interested organisations are invited to complete the online market engagement questionnaire available at https://forms.cloud.microsoft/e/yZS0t09NfN or by emailing group.procurement@sanctuary.co.uk with the subject line "Care Window and Gutter Cleaning PME". The survey should only take 10 minutes to complete, and it shall be open until 15 November. Responses are welcomed from suppliers of all sizes, including SMEs, regional and local providers, and organisations able to deliver only part of the geographical or service scope. Your feedback will help us understand areas such as market capability, geographical coverage, service delivery, commercial considerations and how the opportunity could best be structured. Please note that this questionnaire is for market research purposes only and does not form part of a formal tender or supplier selection process. No final decision has yet been made regarding the structure or scope of the procurement, and information obtained through this preliminary market engagement may be used to inform the design of any subsequent competitive procurement. If you have any questions regarding the market engagement exercise, please contact group.procurement@sanctuary.co.uk with the subject line "Care Window and Gutter Cleaning PME". Additional Information Participation in this preliminary market engagement is voluntary and is not a condition of participation in any subsequent procurement. Responses will not be scored for the purpose of selecting suppliers for contract award. Participation or non-participation will not, of itself, confer preferential treatment or prejudice an organisation's position in any subsequent procurement. Any future procurement opportunity will be advertised separately and interested organisations will need to participate in that process should they wish to be considered for contract award. Sanctuary reserves the right to amend the scope described during this engagement and no commitment is made at this stage to commence a procurement process. Information received may be used to develop the requirements, procurement strategy, procurement documents and contractual arrangements for any subsequent procurement, subject to applicable legal obligations and appropriate protection of confidential information. Respondents are responsible for their own costs of participating in this engagement. The estimated contract value and contract duration are currently being assessed and will be advised as part of the tender process following pre-market engagement.
