## Summary

Sheffield City Council intends to procure the Shalesmoor Gateway, a highway and civil engineering scheme in Sheffield. The works are designed to provide capacity for planned growth and improve resilience, capacity and journey-time reliability on an emergency route and a major road network route. The scheme includes segregated cycle links designed to meet LTN 1/20 and connect with the Kelham Island scheme, improved access to Shalesmoor tram stop, bus-lane camera enforcement and new traffic signals within a remodelled T-junction. It also includes planting and sustainable urban drainage, intended to support biodiversity and flood resilience while creating an attractive entrance to the city. Delivery is in Sheffield.

This is at the planning stage: Sheffield City Council has set out its intention to procure, but has not issued an invitation to tender. The council expects to use a selective process to award a contract under a framework. The procurement is planned as one lot. The estimated value is £28 million excluding VAT and £33.6 million including VAT. The anticipated contract period runs from 1 May 2027 to 30 April 2030. These are planning-stage expectations, not a tender response deadline. The contracting approach and scope indicate a substantial highway works contract, with the final participation and evaluation requirements to be established through the later procurement process.

The planned works are likely to suit civil engineering and highway contractors with the capacity to deliver a substantial, integrated urban infrastructure scheme. Relevant experience would include road and junction remodelling, traffic signals, bus-priority measures, segregated cycling infrastructure and coordination of works affecting tram access and emergency routes. The scope also calls for planting and sustainable drainage, so suppliers able to manage these elements alongside highway construction may be well placed. Cycle links are specified as LTN 1/20-compliant. The council has described objectives around growth, reliable journeys, resilience, biodiversity and flood protection; suppliers should consider how their delivery capability can address these aims. No specific accreditation or qualification requirement is set out at this planning stage.

## Notice

A blended highway scheme providing the capacity for growth outlined in SCC's draft Local Plan and Homes England's ambitions. Also provides significant resilience improvements to improve capacity and journey time reliability on a blue light emergency route and an MRN road. It includes LTN1/20-compliant segregated cycle links which connect with the Kelham Island TCF scheme, and enhances access to the Shalesmoor Tram Stop, camera-enforcement of bus lanes and new signal infrastructure - seamlessly integrated into a remodelled T-junction. It incorporates high-quality planting and sustainable urban drainage, delivering benefits for biodiversity and resilient flood protection in an attractive gateway into the city.
