## Summary

Shropshire Council is considering a supply and support service for point-of-care blood testing in its NHS Health Check programme. The requirement centres on maintaining the existing Afinion AS100 and Afinion 2 analysers used in general practices, enabling lipid and HbA1c testing during a single appointment to support cardiovascular risk assessment, follow-up and referral. The supply would include authorised Abbott test cartridges, reagents, internal quality-control materials and ancillary items, alongside training, technical support, maintenance and options for equipment repair or replacement. The Council operates around 30 analysers and is seeking to retain and improve its equipment stock. Delivery is for the Council’s programme in Shropshire.

This is at the planning stage: Shropshire Council has set out an intention to procure but has not issued an invitation to tender or committed to buy. It is conducting preliminary market engagement to inform the specification and future procurement approach; suppliers were asked to respond to the engagement questionnaire by 9 November 2026. The Council expects the service period to run from 1 April 2027 to 31 March 2028, with a possible extension to 31 March 2030. The stated annual estimate is £75,000–£85,000, and the overall estimated value is £255,000 including VAT. Volumes are indicative, not guaranteed: estimated annual requirements are 9,000 lipid and 5,000 HbA1c cassettes. The procurement is not divided into lots.

This requirement is suited to suppliers already able to support Afinion AS100 and Afinion 2 point-of-care analysers, rather than suppliers offering unrelated testing platforms. Relevant strengths include reliable access to authorised Abbott consumables, reagents and quality-control materials, plus the ability to maintain equipment and provide repairs or replacement options. The Council is seeking dependable delivery, technical support, initial and refresher training, and arrangements that sustain clinical governance, quality assurance and regulatory compliance. Suppliers should be prepared to evidence compliance of supplied devices and consumables with applicable UK medical-device legislation, including relevant conformity marking and MHRA registration requirements. Capacity to meet the stated indicative cassette demand, provide timely supply and support, and offer clear management information and service improvements will be important when shaping a future procurement.

## Notice

Requirements are indicative and subject to supplier feedback, with no commitment to procure or guarantee of activity volumes. Description Shropshire Council's NHS Health Check programme is delivered primarily through general practice, using near-patient blood analysis within a single appointment to enable immediate cardiovascular risk assessment, appropriate follow-up and referral. The Council is seeking to continue the service utilising the established Afinion POCT model. The Council currently operates approximately 30 analysers, with estimated annual requirements of 9,000 lipid and 5,000 HbA1c test cassettes. These volumes are indicative only and are not guaranteed. Suppliers must be able to supply and support the existing Afinion AS100 and Afinion 2 devices, with authorised Abbotts consumables, reagents, internal quality-control materials and ancillary items. It seeks feedback on delivery arrangements, support and maintenance models, initial and refresher training, indicative pricing and opportunities for service improvement, while retaining and improving it's stock of Afinion AS100 and Afinion 2 devices. The Council has prepared an outline service specification, and supplier feedback will inform the refinement of these indicative requirements. The intended service outcomes are to: *Support accurate near-patient lipid and HbA1c testing and maintain continuity of the single-appointment NHS Health Check delivery model. *Ensure effective clinical governance, quality assurance and regulatory compliance, supported by timely training, technical support and equipment. *Deliver clear management information, ensure service quality, user experience, efficiency and value for money.
