## Summary

North Lincolnshire Council is seeking transport planning consultancy to produce a feasibility study and investment-ready business case for additional rail services between Doncaster and Scunthorpe. The work will assess reinstating an hourly service and introducing Sunday trains operated by Northern Trains. The proposed timetable is intended to fit around existing services and restore important rail links for rural communities, improving access to employment, education and essential services. The work is for the Doncaster–Scunthorpe route in North Lincolnshire and the wider area it serves.

The council invited offers through a below-threshold open competition. This is the tender stage. The enquiry deadline was 11 November 2026 at 12:00, and the submission deadline was 18 November 2026 at 17:00. The contract is scheduled to run from 1 December 2026 to 25 June 2027. The estimated gross value is £36,000. The procurement is a single lot. Offers are assessed for the Most Advantageous Tender, with quality weighted at 70% and cost at 30%.

This requirement is suited to transport consultancies able to assess rail service options and develop a robust, investment-ready business case. Relevant strengths include rail timetable and service planning, feasibility assessment, transport demand or benefits analysis, and the ability to explain how additional services could improve connectivity for rural communities. Suppliers should be able to examine the fit with existing services and make a credible case for an hourly Doncaster–Scunthorpe service and Sunday operation. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable to participate. The project is a focused consultancy commission over a defined period, rather than a contract to operate the trains; Northern Trains is identified as the intended operator.

## Notice

The project is to deliver a feasibility study and investment-ready business case to help build the case for the reinstatement an hourly Doncaster-Scunthorpe rail service and to introduce a Sunday service operated by Northern Trains. The reinstated service is expected to slot into the existing timetable and restore key links for rural communities, improving access to jobs, education and essential services.
