## Summary

Swindon Borough Council plans a programme to replace roofs and install solar panels on its social housing in Swindon. The homes include houses and low- and medium-rise blocks, with both pitched and flat roofs, in sheltered and general housing. Work is intended to improve energy efficiency, safety, security and weatherproofing, and support compliance with housing standards. The programme covers roof surveys and cost estimates, removal and disposal of existing roof coverings and rainwater goods, and installation of loft insulation to 270mm. It also includes designing suitable solar panel arrays and, where needed, electrical surveys. The contractor will liaise with residents, leaseholders and adjoining private owners, and provide operating information and warranties for solar installations. The Council will manage asbestos removal before works begin.

This procurement is at the planning stage: the Council is seeking preliminary market feedback, not inviting bids. It expects to use an open tender and appoint one contractor under the Procurement Act 2023. The intended initial contract period is 1 April 2027 to 31 March 2030, with an option to extend to 31 March 2032. The Council estimates work at about 90 properties in the first year and around 130 in each following year. Estimated annual values for the initial three years are £1.34 million, £2.04 million and £2.04 million; the estimated total is £5.42 million for three years and £9.5 million over five years. The current market engagement is intended to test interest, capacity, mobilisation, insurance and pricing; responses are expected by 27 November 2026 at noon GMT.

The work is suited to a principal roofing contractor able to manage a multi-year, occupied-housing programme across houses and blocks, including varied roof types and access conditions. The contractor will need the capacity to survey properties, plan and cost works using schedules of rates, organise welfare and storage facilities, strip and replace roofs, remove rainwater goods and install loft insulation. Solar capability is also relevant: the programme may require electrical surveys and design of arrays suited to individual properties. Strong resident and leaseholder liaison, including sensitivity to vulnerabilities and access needs, will be important, as will coordination with the Council and its asbestos team. The Council is using market engagement to understand suppliers’ capacity, mobilisation plans, insurance and pricing before the tender is developed. Asbestos removal remains the Council’s responsibility.

## Notice
