## Summary

Westmorland and Furness Council intends to commission domestic abuse supported accommodation services for individuals and families affected by abuse, including children. The service is to provide safe accommodation alongside core support, community in-reach, therapeutic support and a lived-experience service. Its person-centred, trauma-informed approach is intended to promote safety, recovery, independence and long-term wellbeing, while helping prevent homelessness and reduce harm. Delivery is divided between two contracts: one covering South Lakeland and Eden, and the other covering Barrow. Providers will work with statutory, voluntary and community sector partners to coordinate support across the area. The work is health and social care services (CPV 85000000).

This is at the planning stage: the Council has set out its intention to procure, but has not invited tenders. It expects to use two separate contracts, divided geographically between South Lakeland and Eden, and Barrow. The stated total estimated gross value is £2,338,488. The initial contract period is expected to run from 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2033. The Council reports that stakeholder engagement took place on 18 and 23 June 2026; service-user engagement by anonymous questionnaire ran from 20 May to 24 June 2026; and market engagement took place on 30 June and 2 July 2026. These dates describe engagement and the buyer’s anticipated contract timetable, not a bid deadline.

This service will suit providers with experience delivering accommodation-based domestic abuse support and the ability to support survivors and families, including children, through a trauma-informed, person-centred model. Suppliers should be able to combine safe accommodation with core support, community in-reach, therapeutic input and lived-experience provision, and adapt delivery to varied local needs. The Council is seeking a flexible, responsive service focused on safety, recovery, independence and sustained wellbeing, with outcomes that also help prevent homelessness and reduce harm. Strong partnership working will be important: providers are expected to coordinate with statutory services, voluntary organisations and community-sector partners. The two geographic contracts may suit providers able to deliver across South Lakeland and Eden or within Barrow, depending on their local capacity and service coverage. This is preparatory information, not an invitation to bid.

## Notice

Westmorland and Furness Council are seeking to commission a high-quality Domestic Abuse Supported Accommodation Service that provides safe, secure, and supportive accommodation-based services for individuals and families affected by domestic abuse. The procurement will be undertaken through two separate contracts: Contract 1 - South Lakeland and Eden: This contract will include the delivery of the Core DASA Service, Community In-Reach, South Therapeutic Service, and Lived Experience Service across the South Lakeland and Eden localities. Contract 2 - Barrow: This contract will include the delivery of the Core DASA Service, Community In-Reach, South Therapeutic Service, and Lived Experience Service within the Barrow locality. The service will support the Council in meeting its statutory duties under the Domestic Abuse Act 2021, ensuring that victims and survivors of domestic abuse, including children, have access to appropriate accommodation-based support when required. The commissioned service will provide a person-centred and trauma-informed approach that promotes safety, recovery, independence, and long-term wellbeing. Through this procurement, the Council aims to secure a flexible and responsive service that can meet the diverse needs of local residents, deliver positive outcomes for survivors, and contribute to the wider objectives of preventing homelessness, reducing harm, and supporting individuals to rebuild their lives free from abuse. The successful Provider will be expected to work collaboratively with statutory, voluntary, and community sector partners to ensure a coordinated response and the effective delivery of accommodation-based domestic abuse support across the area.
