## Summary

The Defence Infrastructure Organisation, acting for the Ministry of Defence, is considering external technical and professional support for Private Finance Initiative (PFI) exit activities across its estate in England. The work is expected to cover asset and inventory valuation; planning and carrying out asset-condition surveys; assessing liabilities identified after surveys; checking asset registers and inventory lists; and independently inspecting remedial work. It may also include inventory and accounting strategies and services, plus technical support after contract exit. This combines building surveying and inspection with asset management, accounting and financial consultancy. The services would support the MOD as it manages the condition, records and liabilities of estate assets as PFI arrangements end. The scope may include additional services beyond those listed.

This is at planning stage: the buyer has set out an intention to procure, but there is no invitation to tender or commitment to proceed. The buyer expects to use an open procedure if the requirement progresses. It has indicated that a further tender notice may be published on 25 January 2027; this is an expected date, not a response deadline. The planned contract period runs from 12 April 2027 to 31 March 2033, with a possible extension to 31 March 2034. The estimated value is £5.17 million excluding VAT (£6.2 million including VAT). The requirement is planned as a single lot, with no lot-specific evaluation criteria or eligibility requirements stated at this stage.

The work is likely to suit consultancies and professional-service firms able to combine building surveying and condition assessment with asset and inventory valuation, accounting, and technical support. Providers will need the capability to develop survey strategies, scope and deliver inspections across a dispersed estate, validate asset records, assess post-survey liabilities and independently verify remedial work. Experience supporting PFI exits or similar asset handovers would be relevant to the stated scope, as would the ability to advise on inventory and accounting approaches and provide support after contract exit. The planned single-lot scope may favour suppliers able to cover several of these disciplines, or teams able to bring them together. The buyer marks the requirement as suitable for small and medium-sized businesses. No specific accreditations or mandatory qualifications are identified at this planning stage.
