## Summary

Solihull Metropolitan Borough Council plans to establish a supported living framework for adults with learning disabilities, autism, physical disabilities, mental health needs and complex support requirements. The services support people to live in the community and are intended to respond to growing demand, more complex needs and transitions from children’s to adult social care. The council is reviewing its current service model and is considering an open framework, allowing providers to join at set intervals during its life. Services will be delivered in Solihull. This is health and social care work, classified under CPV 85000000. The existing arrangement has helped develop a diverse provider market and deliver positive outcomes for people receiving support.

This is at the planning stage: the council has set out its intention to procure, but has not invited tenders. It expects to use an open procedure for a single-lot framework agreement. The estimated total value is £175.2 million excluding VAT (£210.24 million including VAT). The planned contract period runs from 1 July 2027 to 30 June 2032, with a possible extension to 30 June 2035. The buyer expects to publish a further notice on 25 January 2027; this is an indicative publication date, not a bid deadline. No award criteria or participation requirements are set out at this stage.

The framework is intended to give the council a flexible way to commission supported living as demand and individual needs change, while developing local provision and improving commissioning oversight. It may suit care providers with the experience and operational capacity to support adults with a range of needs, including learning disabilities, autism, physical disabilities, mental health needs and complex requirements. Providers able to deliver person-centred support and manage transitions from children’s services into adult social care are relevant to the stated service context. The council has indicated that small and medium-sized businesses and voluntary, community and social enterprises are suitable for the work. The framework may allow providers to join at defined intervals over its life. These are preparation signals; the procurement has not yet reached the tender stage.

## Notice

Supported Living Services currently supports 245 adults with learning disabilities, autism, physical disabilities, mental health needs and complex support requirements. The existing Supported Living Flexible Contracting Arrangement has supported the development of a diverse provider market and delivers positive outcomes for people drawing on support, and this demand continues to increase as a result of demographic growth, increasing complexity of need and transitions from Children Services to Adult Social Care, and expires in June 2026. Within a current service review, the Council may propose an Open Framework that provides a compliant and flexible commissioning approach that enables provides to join the framework at defined intervals throughout the life of the contract, and strengthen the Council's ability to respond to increasing demand, develop local provision, improve commissioning oversight and fulfil its market shaping responsibilities under the Care Act 2014.
