## Summary

Northumbrian Water Limited is seeking delivery partners for short-cycle maintenance, renewal, refurbishment and replacement work on water and wastewater assets. The six lots cover mechanical work, electrical work and complete mechanical, electrical, instrumentation, control and automation (MEICA) design-and-build projects, each divided between northern and southern operating areas. Assets include treatment works, reservoirs, pumping stations, inlets, outlets and related infrastructure. Tasks may include surveys, design, equipment supply and installation, testing, commissioning and handover, as well as associated civil engineering. Work may be carried out independently or alongside Northumbrian Water’s in-house teams, including planned or responsive maintenance and out-of-hours support. The framework is intended for smaller, lower-complexity schemes, with bundled projects also possible. The buyer expects partners to support innovation and reduced carbon emissions.

The buyer invited offers through an open competitive flexible procedure, using a four-stage process: participation and shortlisting, initial tenders, dialogue or negotiation, then best and final offers. Expressions of interest were due by 25 November 2026 at 12 noon, and completed participation questionnaires by 30 November 2026 at 12 noon. The published overall estimated value is £20 million excluding VAT (£24 million including VAT). Individual lot values are £4 million excluding VAT for each northern lot and each southern mechanical and turnkey lot, and £2 million excluding VAT for southern electrical work; the southern mechanical lot is also stated as £2 million excluding VAT. Contracts are scheduled to run from 14 April 2027 to 13 April 2032, with extensions possible up to 13 April 2037. Each lot is evaluated on cost and quality, weighted equally.

This opportunity suits specialist water-industry mechanical, electrical and MEICA contractors able to deliver responsive, relatively small schemes across treatment and other operational assets. Suppliers should be able to provide planned and reactive maintenance, refurbishment and replacement, with flexibility for out-of-hours work and delivery alongside the buyer’s in-house teams. Depending on the lot, capabilities may include mechanical process and pumping equipment; low-voltage systems, switchgear and control panels; or integrated design, instrumentation, telemetry, PLC and SCADA solutions. Site surveys, commissioning, handover and related civil engineering may also be required. Suppliers must demonstrate compliance with CDM, process safety and health and safety requirements, NWL engineering and MEICA asset standards, and the latest Civil Engineering Specification for the Water Industry. Relevant electrical contractor competence is required for electrical and turnkey lots; principal contractor and, where applicable, principal designer competence is assessed. SMEs and voluntary, community and social enterprises are considered suitable.
