## Summary

Gloucester City Council is seeking construction work to repurpose and regenerate the Greyfriars site at the Eastgate Shopping Centre and Food Court in Gloucester. The project will create a market and food court as part of a wider cultural hub. The existing building has been stripped out; the work must address the constraints of an existing structure, including potentially unknown service runs, hazardous materials and structural issues. The scope also includes integrating fire-safety measures and sustainability improvements, such as rooftop solar panels, better thermal performance, LED lighting and efficient mechanical, electrical and plumbing services.

The buyer invited offers through an open, below-threshold competition. The tender submission deadline was 3 December 2026 at 12 noon. The contract period is 11 January to 31 May 2027. The estimated value is £2,290,000 excluding tax (£2,748,000 including tax). The procurement is divided into one lot. Evaluation gives 80% weighting to quality, including social value, and 20% to price. Offers could be submitted electronically through the Procontract portal.

This requirement suits construction contractors experienced in adapting and regenerating existing buildings, particularly where service routes, hazardous materials or structural conditions may need managing. The successful supplier must provide principal designer services across RIBA stages 4–6, integrate smoke control and compartmentation, and account for measures under Martyn’s Law. Suppliers should be able to make design decisions promptly, protect a programme tied to funding deadlines, and manage costs against budget limits for individual building elements. The work also calls for administering and reporting on compliance and value, alongside delivering sustainability measures including a roof-mounted photovoltaic array, improved thermal performance, LED lighting and efficient building services.
