## Summary

Health and Social Care organisations across Northern Ireland are procuring a regional managed service for patients prescribed non-invasive ventilation (NIV). The requirement covers breathing equipment, respiratory monitors, associated consumables and ancillary services to support patients’ treatment in the community. The service is intended to promote patients’ health and wellbeing, with suppliers expected to work with the health service to address social and health inequalities among the patient population. Belfast Health & Social Care Trust is the named buyer. Suppliers should be able to work across Northern Ireland with multiple health and social care trusts, and collaborate with them to improve patient wellbeing and address identified social and health inequalities. The framework combines equipment supply with service delivery, so bidders need the operational capacity to support a regional patient population over an extended contract period. Social value is assessed alongside price, making credible proposals to deliver social value relevant to competition.

## Notice

This Framework Agreement is being established on behalf of Health and Social Care (HSC) in Northern Ireland (referred to as 'the Buyer'). The aim of this Tender is to develop a regional managed service to provide for the health and wellbeing of Patients who have been prescribed NIV Treatment. HSC organisations are committed to maximising the social value available through this procurement, by collaborating with the Suppliers to address identified social and health inequalities which exist for Patients within the scope of this managed service.
