## Summary

Leicester City Council is exploring a software system or service to help its Housing Standards team identify properties that may be unlicensed Houses in Multiple Occupation (HMOs). The system would analyse a range of data that could indicate a property is being used as an HMO, helping the council move from a mainly reactive approach—typically prompted by reports from residents, police or fire services—to more proactive identification. The procurement is for software and associated services, with the work intended for Leicester. The system must have access controls so only legitimate users can use it, and security controls appropriate to the stated confidentiality, integrity and availability impact levels. The council is seeking to understand the solutions available in the market and their functionality.

The process is at the planning stage and is currently preliminary market engagement, not a formal invitation to tender. Leicester City Council expects suppliers to complete a questionnaire and submit a response by 16 November 2026. It may also invite suppliers that meet essential requirements in the engagement material to give a presentation on their solution and its functionality. The procurement is planned as one lot, with a proposed contract period from 1 April 2027 to 31 March 2029. No procurement procedure or evaluation basis is set out at this stage. The council is gathering market information before defining the future competition; the engagement response date is for this consultation, not a tender bid deadline.

This engagement is most relevant to software providers and specialist services able to identify potential HMOs using property-related data. Suppliers with tools that combine or assess multiple data sources, generate useful indications of possible HMO use, and support housing enforcement teams could help address the council’s aim of finding unlicensed properties proactively. The system also needs role-based or otherwise appropriate access controls, restricting use to legitimate users, alongside security safeguards aligned with confidentiality, integrity and availability impact levels. Suppliers should be prepared to explain their solution’s functionality and demonstrate how it meets the essential requirements in the engagement material. The council may invite suitable suppliers to present; this is a chance to inform its understanding of market solutions ahead of a formal procurement.

## Notice

Currently for a property to be eligible to be a HMO, the landlord of the property needs to have a licence and pay the relevant fees accordingly. However there is an increasingly large number of HMO's that are unlicenced, and the Housing Standards team are responsible for identifying these properties. The work is reactive and usually relies on some intelligence reported either by local residence, or other bodies such as the police or fire department. The service are looking to be much more proactive in identifying properties which could potentially be HMO's, through the use of a tool or service which looks at an array of data which could indicate that a property is indeed a HMO. The service understands that many other councils have started using 3rd party service providers/software for this identification, and are keen to explore the market accordingly with the essential functionality listed below: The system will have appropriate access controls to ensure that it will be accessed only by legitimate users and must have security controls commensurate with the stated confidentiality, integrity and availability impact levels.
