## Summary

Surrey County Council is buying home-to-school passenger transport for eligible pupils who need free or subsidised travel, including children who live beyond the qualifying distance and those with special educational needs or disabilities. Services are intended to provide safe, secure and reliable journeys to and from school across Surrey. The requirement covers transport services using vehicles ranging from saloon cars to coaches with up to 90 seats. It is divided into standard transport; enhanced-needs transport, including routes for children with complex special educational or behavioural needs and journeys to specialist schools; and complex health transport for clients needing basic health assistance or support with more complex conditions. Delivery is across Surrey, including the county’s Reigate area and surrounding localities.

The buyer invited offers through an open procedure, using a three-lot framework arrangement. The enquiry deadline was 20 November 2026 at 12:00, and the bid deadline was 30 November 2026 at 17:00. The expected award decision date was 15 January 2027. All lots have a planned contract period from 2 February 2027 to 28 February 2030, with an optional extension of up to four years, to a maximum end date of 28 February 2034. The overall estimated value is £595.2 million excluding VAT (£686.98 million including VAT). Estimated values excluding VAT are £216 million for standard transport, £331.2 million for enhanced-needs transport and £48 million for complex health transport. Each lot is evaluated on quality (95%) and price (5%).

The opportunity suits passenger transport operators able to provide vehicles and cover routes of varied size, from individual journeys by saloon car to large-coach services. The buyer identifies the lots as suitable for small and medium-sized businesses and voluntary, community and social enterprises. Standard transport is relevant to operators with broad vehicle capacity and the ability to deliver reliable school journeys. Enhanced-needs work calls for experience supporting children with complex special educational or behavioural needs, specialist schools and more demanding customer-service requirements; routes may cover an entire school or geographical area. Complex health transport suits providers able to support passengers with needs such as epilepsy or diabetes, follow care plans and administer medication. Some work may require additional staff training and insurance, while regulated support for complex health needs requires the appropriate Care Quality Commission registration.

## Notice

Surrey County Council is dedicated to providing sustainable, safe, secure, and reliable Home to School transport services that meet the needs of students across the county. In accordance with the Education Act 1996 and subsequent amendments, the Council ensures that eligible students have access to free or subsidized transport to and from school. The responsibility for providing Home to School transport services primarily lies with the local authority, especially for students who meet specific criteria such as distance from school, special educational needs, or disabilities. When these services require funding support, it becomes the Council's obligation to secure such services through a competitive tendering process. Home to School transport services funded by Surrey County Council are essential in ensuring that students can attend school regularly and punctually. These services help to promote educational attainment, reduce absenteeism, and support the well-being of students by providing a safe and reliable means of travel.
