## Summary

The Welsh Government is initiating the "Apprenticeships Commissioning Programme Wales Framework Agreement," aimed at delivering substantial apprenticeship opportunities across Wales. This procurement falls under the services category and will run from 1 August 2021 to 31 July 2025, with the potential for a two-year extension. The tender process is classified under the light touch regime in accordance with the Public Contracts Regulations 2015, utilising a quasi-open procedure. Key deadlines include the submission deadline, which is set for 12 October 2020, and an award period commencing on the same date.

This tender presents significant opportunities for businesses involved in education and training, especially organisations that can deliver high-quality apprenticeship programs tailored to meet the evolving needs of the Welsh economy. Large and small to medium enterprises (SMEs) specialising in vocational training, skills development, and educational services will be well-positioned to compete for this framework. Furthermore, the total contract value is anticipated to range from £400 million to £1.05 billion, highlighting the financial potential for participants who secure a place in this framework.

### Lot Information

Lot 1

Whilst we are slowly emerging from the impact of COVID-19 there is a recognised economic need to support individuals into education, employment or training during the current financial year. The Welsh Government are extending the Apprenticeship Employer Incentive Scheme to 28 February 2022 and will strictly monitor the uptake of the programme. We will also reserve the right to suspend AEIS payments if it appears that demand is at risk of exceeding the available budget. The AEIS payment supports the commitment to continue developing a culture where recruiting an apprentice becomes the norm for employers in addition to recognising the need to make apprenticeships a credible alternative to the academic route for young people. In recognition of the administrative burden placed on lead providers in managing the Apprentice Employer Incentive payment process and collating relevant evidence to support payments, we will award providers an administration fee for each learner recruited under this incentive programme. This fee is set at GBP 100 (inclusive of VAT) per learner and will be payable in full once the learner has been employed for 4 weeks. Further details of payments available to employers in relation to the Apprentice Employer Incentive can be found here: https://businesswales.gov.wales/skillsgateway/skills-and-training-programmes/apprenticeships/funding-available
