## Summary

The Welsh Procurement Alliance (WPA), spearheaded by LHC, has finalised the award for a comprehensive framework worth £100 million for the construction and refurbishment of public buildings and infrastructure. The procurement focuses on a wide range of building types including educational, healthcare, emergency services, community centres, and more. The framework is anticipated to support numerous contracting authorities across the UK, facilitating construction projects in various regional areas. The procurement method adopted was an open procedure, and the framework will extend until 30 April 2026. Significant amendments have been made due to unforeseen operational challenges, ensuring the project’s continuity and legal compliance. Key dates include the framework's commencement on 1 October 2021 and its extension in April 2025.

This extensive framework offers substantial opportunities for businesses, particularly those specialising in construction, extensions, and refurbishments of varying scales, with projects ranging from £0 to over £25 million. With awarded contractors such as Kier Construction, Morgan Sindall, VINCI Construction, and others, both large firms and SMEs have a chance to enhance their portfolios by engaging in a wide spectrum of high-value projects. Businesses focusing on infrastructure and public buildings will find this an opportune moment to expand their reach while contributing to educational, healthcare, and community developments. The emphasis on community benefits and sub-contracting opportunities for SMEs presents added incentives for participation, making it well-suited for firms seeking to leverage their expertise in the public sector whilst fostering social value and capacity building.
