The region is based in the north east corner of Wales, ranging from the Dee Estuary in the north, to the Clwydian Hills in the south.The 2019-20 Statement of Accounts and further information relating to Flintshire County Council can be found at www.flintshire.gov.ukRange of services requiredThe Council requires the following services ('the services') which are categorised asfollows:- An on-going service- A periodic service- An annual serviceThe Council expects to be advised of the following on an on-going basis:- Economic and interest rate forecasts- Market analysis and outlook- PWLB and market interest rate forecasts for debt management purposes- Changes and potential changes to credit ratings- Other information on credit quality of counterpartiesThe Council requires a periodic service in respect of advice on:- Long term borrowing- Long term debt rescheduling and repayment- Debt portfolio structure- Investment strategy including monthly and weekly review- Balance sheet projections- Assist with monthly management information reports for the Finance Manager- Maintaining a counterparty list based on the limits set by the Council (updated monthly)- Strategy reviews (quarterly)- Changes in legislation and Codes of Practice- Accounting advice- Immediate assistance with treasury issues- Training - staff and membersIn addition, the Council further requires annual advice on:- A review of in-house Treasury Management Practices (Health Check)- The annual Treasury Management Policy and Strategy Statement, mid-year and out-turn reports
