Whilst we could simply offer this opportunity to the marketplace, we are taking the opportunity to seek views and ideas to develop a service that is appropriately packaged. Prior to commencing a formal procurement exercise, we therefore wish to enter discussions (in the form of soft market testing) with potential providers. This document provides an indication of our ongoing requirements and includes details of our initial thoughts on how the procurement should be structured. Its purpose is to provide potential bidders with sufficient information for them to enter meaningful soft market testing discussions to enable the Council to decide on the most suitable route to proceed.
