## Summary

The Police & Crime Commissioner for South Wales has recently completed a procurement process for the "Provision of Child Advocacy Services" within the South Wales Police area, with a total contract value of £847,282. This open tender aimed at developing services to empower children and young people, ensuring their rights are upheld and their voices are heard, particularly in critical situations like missing person episodes. The procurement was finalized on 26th May 2022, following a comprehensive open procedure. Bidders submitted their proposals electronically via the eTender Wales platform.

This tender represents a significant opportunity for businesses specialising in child advocacy, social services, and support for vulnerable populations. Companies that possess expertise in safeguarding, counselling, and working closely with children and young people will be particularly advantageous in this competitive process. The emphasis on understanding the complexities surrounding children at risk suggests that firms with experience in trauma-informed care and engagement strategies will stand out. Additionally, small to medium enterprises (SMEs) are encouraged to apply, given that the majority of bids received in this tender originated from SMEs.

## Notice

The Police Crime Commissioner for South Wale Police is seeking a replacement contract to provide Child Advocacy Services, within the South Wales Police area, which speaks up for children and young people, empowering them to make sure their rights are respected and their views, wishes and feelings are heard at all times. The Advocates will engage with children and young people identified through missing person episodes and conduct Return Home Interviews (RHIs) with them. This provides the opportunity to listen, support and represent their views in any subsequent or ongoing safeguarding processes. When a child goes missing they may be exposed to a range of emotional, physical and sexual risks. They may engage in offending behaviour to survive or because they are being exploited by adults. We know that children with multiple missing episodes and those who go missing for prolonged periods are at high risk of child sexual exploitation and/or criminal exploitation and may be trafficked while they are missing. South Wales Police recognises that children should be given the opportunity to talk to about their experience of going missing and that Independent Child Advocates are best placed to provide this service. All information regarding the requirement is detailed in the tender documents. NOTE: The authority is using https://etenderwales.bravosolution.co.uk/ to carry out this procurement process.
