## Summary

The Welsh Government has issued a tender for the "Evaluation of Out of Work Service" as part of its commitment to assessing employment services that aid recovery from substance misuse and mental health issues. This procurement falls under the services industry category and is currently in the Award stage, with the contract signed on 28th March 2022. The contract value is £45,000, and the procurement process utilised was an open method, allowing for wider participation. Interested suppliers should have registered via the eTenderwales platform to ensure they meet eligibility requirements, especially since the evaluation involves assessing the impacts wrought by Covid-19 on service participants.

This tender represents a significant opportunity for consultancy firms specialised in research and evaluation services, particularly those with a focus on social research and community impact. Businesses that are adept at conducting mixed-method evaluations, which integrate both quantitative and qualitative data analysis, would be well-positioned to compete for this contract. Furthermore, the Welsh Government encourages consortia bidding, promoting collaboration among businesses to enhance capabilities and broaden expertise in delivering community benefits aligned with the government’s social and economic objectives.

## Notice

The Client wishes to commission an evaluation of Out of Work Service (OoWS) in Wales. The OoWS was developed by the Welsh Government's Department Health and Social Services Group in recognition of evidence that supports the positive role employment can have in aiding in the recovery from substance misuse (including alcohol) and mental ill-health, the role of mutual aid for those in recovery and healthcare, and the potential of employment to reduce poverty. The OoWS is funded by the ESF, the Welsh Government, and the Substance Misuse Area Planning Boards in Wales, and was launched in September 2016 and will run until August 2022. The work will involve undertaking a second evaluation the impact of the OoWS on participants and consider the impact Covid-19 has had on the service, participants and outcomes. The evaluation will involve a mixed methods approach, including quantitative and qualitative data analysis.
