## Summary

The procurement process for the Final Evaluation of the Computational Foundry Operation was awarded to Swansea University. The evaluation is part of the ERDF-funded operation, focusing on monitoring and evaluation to understand the outcomes and impacts. The contract was signed with SQW Ltd on 27th May 2022 under the main procurement category of services.

This tender offers opportunities primarily for businesses providing consultancy services such as business analysis, research and development, and evaluation consultancy. Businesses with experience in providing evidence-based evaluation services and expertise in monitoring programme impacts would be well-suited to compete in this stage of the procurement process.

## Notice

Swansea University's Computational Foundry, a European Regional Development Fund (ERDF) operation, invites tenders for the provision of its final evaluation. As part of the evaluation of the 2014-2020 round of ERDF funding, the Welsh European Funding Office (WEFO) requires beneficiaries to undertake a robust programme of monitoring and evaluation. Whilst the 2007-2013 programmes focused on implementation, or 'what works', the emphasis for operations funded in the 2014-2020 programme is on identifying and providing evidence to support outcomes/results and impacts to understand 'why' and 'how' an intervention works. The Computational Foundry began in 2015 and had undergone an inception and mid-term evaluation in 2019. The final evaluation of the operation has now been awarded, using the theory of change logic model developed during the mid-term evaluation, to evaluate against that model and the recent data collected.
