## Summary

The procurement process involves Cardiff University as the buying organisation, seeking a "Live Aircraft for Test Bed" to support the DragonFLY-EX project. This initiative aims to design and develop a hybrid propulsion system for regional aircraft at their Hydrogen and Electric Propulsion Innovation Centre in St Athan, Wales. The tender process, categorised under goods in the aircraft and spacecraft industry, is currently in the Award stage, having recently awarded the contract on 26 May 2022. The project budget is set at £110K (excluding VAT), with the requirement that the aircraft must be located on the UK mainland and must pass a final inspection before the contract completion.

This opportunity presents significant potential for businesses involved in the aerospace sector, particularly those specialising in the sale of second-hand aircraft that meet specific criteria such as turboprop engines and substantial operational history. Companies offering aircraft that have been in operation within the last two years, as well as those with robust maintenance records and certifications for UK operation, would be particularly well-suited to compete for this contract. Engaging with Cardiff University could also foster further collaboration and research partnerships in cutting-edge aviation technology.

## Notice

The DragonFLY-EX project is set to design and develop a novel hybrid propulsion system for a regional aircraft and prove the hybridisation concept in a real aircraft environment (aircraft structure). The DragonFLY-EX project will also investigate the structure of more electric aircraft and assess the practicality to retrofit a real regional aircraft.A live regional aircraft (similar to a Jetstream) is required for the delivery of project outputs and deliverables. The aircraft is required to be housed in the Cardiff University Hydrogen and Electric Propulsion Innovation Centre (HEPIC) at St Athan. The landlord has allocated the required space for the aircraft and granted approval to perform required testing for the project.Once the tender submission has been evaluated, It will be a requirement that a final inspection is carried out of the successful bidders aircraft before a contract can be completed. For due diligence we reserve the right to carry out a Physical and Technical Record Audit, prior to completing the contract. If the Inspection is not satisfactory and doesn't meet the requirement as stated in the tender submission, Cardiff University reserve the right to award to the second highest bidder, in accordance with the Evaluation methodology. The Aircraft must be located on the UK Mainland. The University has a limited budget for the aircraft of PS110K (excluding VAT). It is realised that we will be purchasing an aircraft that is second hand.
