Powys County Council (The Council) on behalf of Powys APB has awarded a contract to a suitably experienced and competent organisation in the context of increased financial pressures to provide Powys Integrated Substance Misuse Services. The Service will be delivered within the borders of the county of Powys in Mid Wales. Tenderers were aware of the very rural nature of Powys and the challenges that this presents in respect of providing good quality, reliable services. The formal invitation to submit a Tender for a contract for the provision of Integrated Substance Misuse Services in Powys was issued. The successful tenderer will be required to work in close partnership with the clinical service provider. The aim was to appoint a single provider or consortium of providers who can deliver services to begin delivery on 1st September 2022 for 3 years with the option to extend for a further 1 year plus 1 year at the Council's discretion. The services will be delivered under Lot 1 - Adult Integrated Substance Misuse Service, Lot 2 - Young Persons Integrated Substance Misuse Service, as a single provider or consortium. For the purpose of this tender, Tenderers may wish to form a consortium with providers and submit bids for Lots 1 & 2. Bidders were required to bid for both lots. Any bids received for single Lots that were to be deemed non-compliant were to be rejected. The Council intends to let the contract under Regulations 74 to 77 of the Public Contract Regulations 2015 Light Touch Regime. The Council is awarding a contract, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.
