## Summary

The public procurement process involves Digital Health and Care Wales (DHCW), which is located at 21 Cowbridge Road E, Cardiff. The tender titled "Check Point Equipment and Support" falls within the goods category and relates to the acquisition of two Check Point logging appliances and two management servers, essential for managing operational risks after a recent network incident. This procurement is in the award stage, with a contract value of £210,000, signed on 14th December 2021, and notable for being a direct award under Regulation 32(b)(ii) of The Public Contracts Regulations 2015, as the specific technical requirements limit competition to a single supplier, Sep2 Limited.

This contract presents a significant opportunity for businesses specialising in IT products and services, particularly those with expertise in Check Point technologies and network management systems. Companies that provide software solutions, support services, or system integration in the IT sector may find this a lucrative avenue for growth, especially those already positioned to meet the specific needs articulated by DHCW. Participation in such tenders can help businesses expand their reach within the public sector, leveraging unique technical skills and established partnerships.

## Notice

DHCW requires two (2) Check Point logging appliances and two (2) management servers. This requirement has been identified following a recent network incident, which required the data centres to be failed over. It is essential that these are procured to manage operational and reputational risk for DHCW as the provider of National Services across Wales. Please note this contract is a direct award noting Regulation 32(b)(ii) of The Public Contracts Regulations 2015 where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:--(ii)competition is absent for technical reasonsThe Authority identifies SEP2 as the Check Point partner who understands the configuration of the Check Point appliances and provides the existing support contract to the Authority. If the Authority sought an alternative solution to the Check Point Appliances it would need to develop and maintain skills with another technological solution and would need another support partner which would result in disproportionate technical difficulties for the Authority.
