## Notice

The CVL Transformation programme of works forms an important part of the South Wales Metro and includes an ambitious and extensive range of rail works including electrification of circa 170km of track, new stations, major refurbishment / extension of stations and associated ancillary works. Programme constraints dictate that a supplier be appointed to undertake the works prior to completion of detailed design. The supplier shall be appointed on a design and build basis. The supplier shall be furnished with available outline designs, which they shall adopt and provide design liability for and, subsequently undertake the detailed design and installation. The qualitative and commercial elements of this procurement event therefore seek to ensure TfW appoint a supplier who will deliver the works in a collaborative and cost-efficient manner. The overarching deliverables for the works are: - Establish and manage a materials distribution center (MDC) within a locality of the works which facilitates storage and expeditious delivery of materials to the worksites. - Provision of a comprehensive materials quality control & material management system which can, but not be limited to the following functions: receive inputs (AFC designs, bills of materials, programme dates, track all stages of installation and associated quality checks and the like), take cognisance of stock levels, produce outputs (material order details) and align material allocations to site locations. - Establish and provide a team of subject matter experts to undertake detailed design and manage the works from works delivery and contract administration standpoint. - Procurement of materials required for construction of OLE system. - Delivery of a full OLE system from foundations to final registration for 13.205 single track kilometers (STK) on the Queen Street North route section, 1.5 STK on the Bay route section, and 45.555 STK on the Rhymney route section. The works that form the basis of this procurement event are partly funded by European Regional Development Funds (ERDF) resulting in prescriptive dates by which the ERDF monies must be expended. This therefore dictates the following completion dates for the works: - Final Registration of Queen Street North route section by 23/10/2023 - Final Registration of Bay route section by 15/06/2023 - Final Registration of Rhymney route section by 01/05/24 Specific OLE deliverables include, but are not limited to the design and construction of: - Foundation Installation - Circular Hollow Sections (CHS) piles, auger piles, concrete pads, plunge piles. - Mast Installation - single track cantilever masts, self-supporting anchor masts, twin track cantilever masts, portal masts. - Booms. - Ties, struts and small part steel including tensioning system etc - Switching including platforms as required - Wiring. - Final registration.
