## Notice

The contract is a mini-competition on behalf of the National Infrastructure Commission for Wales (NICW) who are operating under remit from Welsh Ministers, herein after referred to as 'the Client', in order to establish a contract for research: Mid Wales Energy Potential under the CCS Heat Networks and Electricity Generation Assets agreement (RM3824), herein after referred to as 'HELGA'. The estimated value for the contract is GBP 70,000 exc. VAT.This research contract is one of three contracts which NICW is advertising as part of the Preparing Wales for a Renewable Energy 2050 project. We consider that these work packages are suitable for consortia bidding, and that each work package forms a discrete body of work that can be tendered for individually. For all three contracts, we assume that the frameworks of Nature and Climate Emergencies; the Well-being of Future Generations Act; and the 'socio-economic duty' are taken into account.Wales is partway through its second carbon budget, a journey undertaken by statute and with the ultimate goal of (net) zero carbon emissions in Wales by 2050. The 2020s will require a huge shift in carbon intensity, a greater drop than in the previous three decades.To this end the project as a whole seeks to ascertain:-Is Wales' infrastructure and society prepared for the challenge, and for the changes that will be needed?-How can we ensure that the poorest in society are not further disadvantaged by the structural changes? And what will infrastructure developers need to consider if they are to respect Wales' declaration of both Nature and Climate Emergencies?-What will future spatial and energy policies from the Welsh Government need to address?-What additional work is required to identify what infrastructure will be needed to deliver a zero-carbon economy powered by renewables?
