## Summary

The public procurement process for the "Rail Systems & Other Requirements" project led by GCRE Ltd, a subsidiary company of the Welsh Government, involves the design and construction of a rail test track facility in South Wales. The buyer, located at 1 Scott Place, 2 Hardman Street, Manchester, aims to engage suppliers for works related to passive and active rail systems, fencing, depot and building requirements, and bulk material purchases. The planned procurement involves a Market Engagement/Meet the Buyer event scheduled for 2nd November 2022 at City Hall, Cardiff, to prepare for the formal procurement processes expected to begin in early 2023.

This tender opportunity by GCRE Ltd for the rail innovation project presents significant growth potential for businesses involved in railway technology and construction sectors. Companies interested in supplying works related to rail systems, signaling, power, telecoms, civils works, and other infrastructure components are suited to compete. The planned project investment of approximately GBP 250 million offers a platform for innovation, research, and development within the railway industry, highlighting opportunities for sector-specific businesses to participate and expand their market presence.

### Lot Information

Lot 1

The Global Centre for Rail Excellence (GCRE) is embarking on an ambitious project to design and build a new rail test track facility. The centre is an imaginative and ambitious c.GBP250 million infrastructure project transforming a former open cast mine and washery site into a purpose-built, modern and dynamic test facility for international rail innovation, offering leading-edge research and development facilities. It will have infrastructure and rolling stock testing and R&D facilities which will create innovation opportunities to complement the testing offering. Located in South Wales at a site located on land within the local authorities of Powys and Neath Port Talbot, GCRE will be a purpose built, modern facility with the potential to transform the railway industry in the UK, make a significant socio-economic impact in Wales, and contribute to the UK Government's rebalancing agenda by delivering much-needed investment to a deprived area and stimulate the UK's research, development and innovation (RDI) capabilities. Procurement potentially may include works associated with passive rail systems (including but not limited to areas such as permanent way, overhead line electrification, civils works etc), active rail systems (including but not limited to areas such as signalling, SCADA, power, telecoms etc), fencing, depot and building related requirements and bulk purchase of materials.
