The Council is awarding a framework, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers. ** Re-opening of the framework for Phase 2 Expansion** The Council may decide in future to re-open the framework to allow providers to join, should the Council need to meet demand.
