Short descriptionThe Welsh Government wishes to commission a process and impact evaluation of Leasing Scheme Wales. The aim is to build on the evaluation of the Pathfinder leasing scheme, to understand how the Leasing Scheme Wales is operating as a national scheme. There should be a focus on how the scheme is working and what's working well, as well as any challenges to implementation and barriers that could be reduced or removed. The impacts of the scheme will also be important to look at, particularly in relation to homelessness duties, security of tenure, wellbeing, equalities, the decarbonisation agenda, town centre regeneration and impacts relating to the Second Homes Pilot. Finally, recommendations for direction of travel for the future of the scheme should be considered. It is likely a phased approach will be needed to achieve this aim.The evaluation will provide Welsh Government with evidence upon which to base future decisions relating to the scheme and will evaluate the efficacy of the scheme as designed and implemented.It is not anticipated that all the impacts of the scheme will materialise during the duration of this evaluation contract. Therefore, it is anticipated that a further project to understand the efficiency and effectiveness of the scheme in achieving its intended outcomes in the longer term will be required. This longer term understanding of impacts is out of scope of this evaluation contract.
