Over the last 12 months, the HB have explored other options such as contracted agencies via all Wales framework. However, it has proven to be difficult to fulfil the shifts on an ad-hoc basis with the patients' circumstances. Where it has been difficult to fulfil shifts Senior or Lead Nurses have looked after the patient, pulling them away from the emergency unit and other patients' needs, putting significant pressure on the directorate. The patient's behaviour is deteriorating, hence the need for a reliable package of care. The requirement for a 24/7 care package has been offered to contracted agencies and no agencies were able to provide staff with the continuity and reliability required. There is not a contracted agency able to provide a package only ad hoc service.
