This is an initial Expression of Interest (EOI) to determine the capacity & availability of providers to meet specific requirements of Health Boards for a pilot scheme in regard to a pilot service for skin camouflage needs within NHS Wales. Introduction/PurposeThis document is an initial Expression of Interest (EOI) to determine the capacity & availability of providers to meet specific requirements of Health Boards for a pilot scheme in regard to a pilot service for skin camouflage needs within NHS Wales. It has been recognised that there is a need to scope out the current service and the pilot will support this intention, with the potential of the pilot to run over a 3 year period.Undertaking this initial EOI will hopefully enable providers to determine their interest at an earlier stage to save from un-necessary additional effort.2. ProcessThe information in Section 4 below will inform providers, at a high level, of the requirement from the commissioning Health Board. The information will enable providers to judge if they wish to be considered to meet the more specific requirements that may follow.Please note, this is not a call for competition but a note to the market to understand availability. Should a competitive process be undertaken, the relevant documents will be made available.3. Initial High Level background of the Health Board and requirementsResearch shows that almost one in five people in the UK identify as having a visible difference such as a scar, mark or condition that affects their appearance. A research report from Changing Faces, My Visible Difference, found that 29% of people say that they feel depressed, sad, or anxious because of having a visible difference. It has been identified following on from a survey undertaken in June 20222 that Wales are not meeting requirements to support the need for this provision.The Skin Camouflage service will be available for people who have marks, scars or conditions that affect their skin on any part of the body (excluding the genitals). Specialist camouflage creams and powders will be demonstrated, and the person shown how to apply the products. The overall aim being that people will be helped to regain self-confidence and independence over their appearance. The health board require an equitable service to meet the population of Wales, some conditions are listed below (this is not an exhaustive list).* Vitiligo* Scarring (including burns and scars from acne, cancer treatment, or self-harm acne and self-harm scarring)* Rosacea* Hyperpigmentation* Melasma* Birthmarks* Stretch marks* Skin discolouration* The area around a prostheticOther dermatological conditionsFurther to this there will be a requirement for Face-to-Face service as well as online consultations and support.Organisations interested in providing this service will need to meet the following criteria:* Have a track record of delivering skin camouflage services within a NHS setting* The ability to provide fully trained skins camouflage practitioners to provide a face to face service in all health boards across Wales* The ability to recruit, manage, train, assess and mentor skin camouflage practitioners* Access to face to face and online skin camouflage consultations for people across Wales* Access to online information, guidance, peer support and wellbeing services* A demonstrable track record of collecting and monitoring performance information and patient outcomes* The ability to mobilise a service within 6 months from contract award (with delivery commencing no later than September 2023)5.
