Description of the services required from the contract:Social Care Wales is the regulator of the social care workforce in Wales. We register practitioners, set standards of practice and make sure workers are fit to practise. We are also responsible for developing and improving the social care and early years and childcare workforce, improving services, and supporting people to use research and data. We are funded by the Welsh Government.Our strategic equality plan (equality plan) demonstrates Social Care Wales's commitment to becoming an organisation that actively seeks to improve the lives of people with protected characteristics by:- tackling discrimination- promoting equality and diversity- creating a more inclusive society.We recognise our role is to be a leader in these areas in social care and early years, and to work with others in the sector to create real and meaningful change.We share the aims and the ambition of the Welsh Government to develop Wales into a society that is actively anti-racist and anti-discriminatory. We are committed to the implementation of the following Welsh Government Action Plans:- Anti racist Wales Action Plan- LGBTQ+ Action Plan- HIV Action PlanAs part of our ambitions to implement the actions plans, we want to develop a high quality suite of e-learning resources, which can be rolled out across the social care, early years and childcare sector in Wales. The resources will form part of a programme of Continuous Professional Development (CPD) which will focus on anti-discriminatory practice in the sector.Tender/contract structureThe tender/contract will be divided into three Lots and Social Care Wales will be looking to appoint one supplier for each Lot:~ Lot 1Development of bilingual e-learning content on anti-racism for the social care and early years & childcare sector in Wales- Any content developed must be consistent with the Welsh Government's Anti-racist Wales action plan Anti-Racist Wales Action Plan (gov.wales)- Any content must be co-produced with people with lived experience and lived expertise in Wales- The content should promote anti-racism as well as also address the impact of racism through real experiences. These should cover an understanding of the impact of serious hate crime and hate incidents in Wales as well as the impact of all forms of racism, such as microaggressions in the workplace- We would also want the e-learning resource to begin to exemplify how we can provide anti-racist social care or early years and childcare in Wales.- We would also expect the resource to exemplify the links between racist behaviour and a person's fitness to practise in social care in Wales.- The resource will also include continual reflective practice for the participant to enable them to reflect, challenge their own thinking and share learning with colleagues.~ Lot 2 (Subject to funding approval)Development of bilingual e-learning content on LGBTQ+ rights for the social care and early years & childcare sector in Wales- Any content developed must be consistent with the Welsh Government's LGBTQ+ action plan in Wales- LGBTQ Action Plan English purple and green (gov.wales)- Any content must be co-produced with people with lived experience and lived expertise in Wales- The resource will look at discrimination that members of the LGBTQ+ face in Wales for example; homophobia, biphobia and transphobia, both in society and in the workplace- The content would also address the impact of discrimination through real life experiences- We would also expect the resource to exemplify the links between discriminatory behaviour and a person's fitness to practise in social care in Wales.- The resource will also include continual reflective practice for the participant to enable them to reflect, challenge their own thinking and share learning with colleagues.~ Lot 3 (Subject to funding approval)Development of high quality content to develop an HIV learning resource for the social care/early years and childcare sector in Wales- Any content developed must be consistent with the Welsh Government's HIV action plan in Wales- HIV Action Plan for Wales 2023-2026 (gov.wales)- Any content must be co-produced with people with lived experience and lived expertise in Wales- The content should act as a myth buster around common misconceptions around HIV- The content will provide real live unacceptable HIV related stigma examples experienced by those living with HIV in Wales, and where possible real-life examples of stigma attached to people receiving care and support in Wales- We would also want the e-learning resource to begin to exemplify how we can provide holistic, compassionate and non- discriminatory care for people living with HIV who receive care and support in Wales- The resource will also include continual reflective practice for the participant to enable them to reflect, challenge their own thinking and share learning with colleaguesOur project approach:The lifecycle of the project will be over the following phases:- phase one: bilingual e-learning content development- phase two: bespoke design and build of the bilingual digital resources in a format and platform agreed with Social Care Wales as per our digital strategy and meeting all required accessibility standards - this will be under a separate tender in the next financial year.We wish to appoint one supplier for each Lot to deliver phase one. Suppliers are welcome to bid on one or more Lot(s).In phase one, we want to develop the content for three learning modules connected to the Welsh Government action plans for anti-racism, LGBTQ+ rights and HIV awareness. Each of the modules will be classed as an individual lot. In phase one we are seeking content development, which will then be adapted into a digital e-learning resource.We expect the supplier(s) to deliver high quality content that is bespoke and relevant to the social care, early years and childcare sectors in Wales. Subject to Welsh Government funding, we will go out to tender for Phase Two in the 2024/2025 financial year.Fundamental to our approach is co-construction with people with lived experience. Any supplier will need to be able to evidence their ability to con-construct the content in a meaningful and non-tokenistic way.Contract outputs for each Lot will be:1. Project PlanIdentifying delivery approach of the contract including approaches to co-production.2. Content for learning resources to be developed into e-learning resources for the specific Lot.To include:- meeting the learning outcomes- educate and inform section to ensure that the social care, early years or childcare worker had a good understanding of what is meant by the particular areas.- impact of discrimination through real life stories.- how employees can provide anti-discriminatory practice in social care or early years and childcare in Wales.- the links between inappropriate and/or illegal discriminatory and/or racist behaviour and a person's fitness to practise in social care in Wales.- the ability to promote reflective practice during the learning module- managers/employer's guide to help managers integrate the e-learning resource into reflective practice sessions, such as a team meetings/supervision sessions and staff appraisals.- Producing fully bilingual contentContract length:The contract will run from September 2023 to March 2024.Budget:The budget for this project is PS115,000 inclusive of VAT.
