## Summary

The Welsh Government is seeking grid connection support services for its Renewable Energy Developer programme. The contract aims to assist in obtaining grid connections and generation licenses for onshore wind projects across Wales. This opportunity involves providing consultancy services to support the feasibility work and wider grid strategy for the projects. The contract, worth between GBP 220,000 to GBP 240,000, has already been awarded to TNEI Services Ltd. The procurement method adopted is an open procedure with a final contract signing date in January 2024.

This tender presents a strategic opportunity for consultancy firms with expertise in renewable energy and grid connection services. Businesses specialised in providing grid applications, generation license applications, and program-level grid strategy support would be well-suited to compete for this contract. The Welsh Government, acting as the buyer, is keen on engaging experienced consultants to support their renewable energy initiatives, specifically the development of onshore wind projects and the establishment of a renewable energy developer entity by April 2024. The tender submission deadline is set for September 14, 2023, with a clear focus on technical quality as a key evaluation criterion alongside pricing considerations.

RED are currently developing five onshore wind projects on the Welsh Government Woodland Estate, and expect this portfolio to grow over the coming years. All five projects plan to secure grid connection offers by the end of 2023. To support the projects' development, the Welsh Government's project team are seeking suitably experienced consultants to support with grid applications, generation licence or licence exemption applications, as well as wider programme-level grid strategy support. The consultant would be working with the RED programme manager and director and the individual RED project managers.
