## Summary

The Wales Council for Voluntary Action is seeking services for the "Catalyst Cymru: Broadening Horizons – Toolkit Development" procurement in Cardiff. This tender is in the award stage with a contract signed on 9th February 2024. The winning contractor, History Ventures, has been awarded £7200 for the development of a bilingual digital toolkit for heritage organisations. The deadline for the final version of the toolkit is 31st May 2024.

This procurement opportunity presents a chance for suppliers of research and development services, promotional services, evaluation consultancy services, e-learning services, adult-education services at university level, and training facilities to participate. Businesses interested in improving accessibility to diverse communities through digital resources aligned with Welsh Language Standards are well-suited to compete in this tender. Suppliers should ensure GDPR compliance and be prepared for regular communication with the Catalyst Cymru team throughout the project period.

## Notice

We require the winning contractor to research and produce a bilingual 'toolkit' resource, which will act as a long-term resource and legacy from the Catalyst Cymru: Broadening Horizons project, helping heritage organisations that didn't participate in the project to also 'broaden their horizons'. Through the toolkit, we hope that the impact and learning from this project continues beyond its lifetime. The finished toolkit should be a html-based digital resource; once completed it will be accessible via the Third Sector Support Wales (TSSW) Knowledge Hub (www.thirdsectorsupport.wales). It should include case studies exemplifying the experiences and learning of organisations participating in the Widening Networks activities, as they sought to make their organisations and/or heritage sites more accessible to diverse communities. Other evidence-based advice and guidance can also be included to make the toolkit a useful resource. The Catalyst Cymru team will provide background and evaluation information from the Widening Network activities that have taken place. We will also support the contractor to make contact with the Widening Network participants to gain insights into what they have learnt from their experiences, and what recommendations they would make to other heritage organisations to become more accessible.RequirementResearch, development, design and delivery of a html-based bilingual digital toolkit:* Toolkit to provide advice, guidance, signposting to resources (as applicable) and case studies on how heritage organisations can make their organisations/heritage sites more accessible to diverse communities* Make recommendations to the Catalyst Cymru team and then agree format and visual look of the toolkit, ensuring the toolkit itself is accessible and aligned to WCVA's Catalyst Cymru branding and Welsh Language Standards* Ensure all activities undertaken to develop the toolkit, and the toolkit itself, are compliant with GDPR and data protection legislation, with particular reference to the use and storage of participant details.* Project inception meeting and regular communication during project period (to be confirmed at inception meeting)
