## Summary

Prifysgol Bangor / Bangor University recently concluded the procurement process for the development of the ARFer App, aimed at supporting staff members to use more Welsh at work. This tender falls under the "services" category, specifically classified as "Software package and information systems". The procurement process, initiated and awarded in 2024, saw the active involvement of the University's Corporate Procurement Unit located in Bangor, LL57 2TR. The award was made to Rondo Media Cyf, located in Caernarfon, LL55 2BD. The app development involves collaborative input from the Canolfan Bedwyr team, specializing in language policy and behavioural sciences, and targets the creation of a Minimum Viable Product (MVP) that automates existing manual pilot functionalities with added gamification elements.

This tender presents extensive opportunities for growth and innovation for businesses operating in the digital and software development sectors, particularly those with expertise in language applications and behavioural sciences. Companies skilled in developing collaborative applications that require nuanced understanding of behavioural methodologies will find this project highly suitable. The open procurement method used by Prifysgol Bangor facilitates participation from diverse businesses, including consortia, thereby broadening the scope for partnership and technological advancement.

## Notice

The aim of ARFer is to support staff members to use more Welsh at work. The ARFer methodology is underpinned by the behavioural sciences and is primarily based on asking individuals within teams of staff to commit to use Welsh as the default language within certain contexts and with certain colleagues. The methodology and principles behind ARFer have been developed internally within Canolfan Bedwyr. The team has a clear understanding of these approaches and a view on how to use these within an app. This will be the first time that Canolfan Bedwyr will have commissioned an external supplier to build an app. Therefore, a collaborative partnership approach between the team of language policy and behavioural science specialists in Canolfan Bedwyr and the developer is needed in order to agree on elements such as functionality, prioritisation, and complexity. The Minimum Viable Product (MVP) would consist of an app which delivers an automated version of the functionality currently on offer in the manual pilot, alongside some gamification elements.
