## Summary

The procurement process for the provision of Fixed Wire Electrical Testing Services for Hywel Dda University Health Board (HDUHB) has recently concluded with an award. The contract, valued at £405,317.50, was awarded on 6th August 2024 to Electrical Test Midlands Ltd. NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, led the process under an open procurement method. The tender specifically addresses services across acute sites in Carmarthenshire, Pembrokeshire, and Ceredigion. The project falls under the 'Health' industry category and covers the region of UKL1. The procurement stage is complete, with the contract status marked as active.

This tender presents significant growth opportunities for businesses specialising in electrical testing services, particularly those experienced in compliance with the Electricity at Work Regulations and the IET Wiring Regulations (BS 7671:2008). Businesses with a strong track record in maintaining and inspecting fixed electrical installations will find this tender highly relevant. The five-year statutory testing requirement ensures a steady stream of work, while the geographical distribution into lots allows regional providers to participate effectively. SMEs and other entities with capabilities in earthing and bonding inspections, equipment serviceability checks, and overall electrical system health assessments are well-suited to compete for such contracts in the future.

## Notice

Hywel Dda University Health Board ("HDUHB") has awarded a contract for the provision of Fixed Wire Electrical Testing Services of the mains electrical systems at all acute sites across the three counties of Carmarthenshire, Pembrokeshire, and Ceredigion. Electrical systems are integral parts of any modern building, but these systems are also highly dangerous. The risk of electrical shock and, in extreme cases, death are very real. Accordingly, it's important that these electrical systems are regularly tested and maintained. The five (5) year electrical test is a statutory requirement that HDUHB needs to adhere to. It is a series of tests that must be carried out every five (5) years on fixed electrical installations. These tests must be carried out by a qualified electrician and are statutory requirements as per the Electricity at Work Regulations and the IET Wiring Regulations (BS 7671:2008). Upon the successful completion of a five (5) year electrical test, an Electrical Installation Condition Report ("EICR") will be issued. Possession of an in-date EICR will underline the safety of HDUHB's electrical systems and keep HDUHB in line with the relevant regulations. Fixed wiring systems cover any electrical infrastructure which delivers electrical power from the supply to any equipment on site. The tests involved in generating the EICR are numerous and include: - Inspecting the condition and suitability of earthing and bonding - The serviceability of existing equipment such as sockets, light fittings, and switches - Establishing the wiring system in place and the current condition of the wiring - Detailing any instances of wear and tear and potential deterioration in existing electrical systems
