## Summary

Caerphilly County Borough Council has awarded a framework agreement under the Light Touch Regime for the provision of education services for students educated other than at school (EOTAS). The framework, set to run from 1 October 2024 to 30 September 2027 with an optional 12-month extension, covers the delivery of educational services within the Caerphilly County Borough region (UKL16). This procurement stage is at the 'Award' stage, following an open procurement process that started in May 2024 and was signed on 1 October 2024. The awarded suppliers include HIT Education Limited, Equity Foundation Ltd, and Sgiliau Cyf. The procurement method was an open procedure, and the total contract value is GBP 4,500,000.

This tender offers significant opportunities for SMEs, especially those specialising in educational services, to contribute to the EOTAS framework. Businesses that focus on providing tailored educational programmes that meet diverse learner needs, including social and skill-based interventions, are well-suited for this framework. Providers need to ensure compliance with statutory responsibilities and bring specialised curriculum skills, particularly for Key Stage 4 education, including English and Mathematics. With the possibility of refresh periods allowing new providers to join annually, this framework provides a flexible and growing market opportunity for educational service providers.
