## Summary

NHS Wales Shared Services Partnership has awarded an 18-month contract for a bespoke mail service to Royal Mail to support Bowel Screening Wales. The contract, valued at £933,515, will deliver a tracked 48 mail service for returning test kits to a screening laboratory in Wales. This procurement falls under the health services category and is located in Wales. The contract was signed on 23 July 2024, and the procurement stage is complete. The process followed a limited procurement method without prior publication due to technical reasons, as outlined in EU regulations.

This tender presents significant opportunities for businesses with the technical capacity to integrate seamlessly with existing health service IT systems. Companies specialising in secure and reliable mail services, particularly those accustomed to handling medical materials, would be well-positioned to compete in similar tenders. The compatibility and tailored solutions required for such contracts highlight potential growth areas for organisations that can offer innovative, cost-effective solutions within public health frameworks. Businesses capable of providing scalable, dependable mail services would benefit from engaging in this and similar tenders in the future.

### Procurement Information

It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 32(2)(b)(ii) of the Directive 2014/24/EU (Regulation 32(2)(b)(ii) of the Public Contract Regulations 2015). This is for technical reasons in that this contract may not be awarded to any other particular economic operator. The incumbent solution allows the capture of bowel screening test kits to be sent and returned by participants across Wales. No reasonable alternative or substitute exists to meet the capability currently in use that would be able to be configured and deployed in a short time without investing a disproportionate and unreasonable amount of public money and Public Health Wales time. The bowel screening solution is live and is widespread use across Wales by Public Health Wales Bowel Screening and participants. The process has been developed and configured to specifically fit Public Health Wales processes and participant requirements.
