## Summary

The Welsh Government has recently concluded the procurement process for a three-year National Evaluation of the Flying Start programme, an early years initiative aimed at supporting families with young children in disadvantaged areas of Wales. The awarded contract, valued at £196,200, was signed in November 2024 following an open procedure. Located in Wales, this project falls under the services category and is classified with CPV codes 73110000 and 73100000, indicating research and experimental development services. The procurement method was an open procedure, facilitating maximum transparency and competition for interested parties.

This tender presents substantial opportunities for businesses, particularly those specialising in research services or possessing expertise in early childhood development. With the contract awarded to ALMA ECONOMICS LIMITED, an SME based in London, this highlights the Welsh Government’s openness to small and medium enterprises. Companies with capabilities in gathering insights from targeted evaluations or those adept at using linkage data systems, like SAIL, can find fertile ground in expanding their business within government programmes. Given the focus on community benefits, this tender is also well-suited for consortia that can contribute to social and environmental objectives within contract performance.

## Notice

Welsh Government wishes to commission a three-year National Evaluation of Flying Start. Flying Start is the Welsh Government's targeted Early Years programme for families with children under 4 years of age who live in some of the most disadvantaged areas of Wales. Flying Start aims to make a decisive difference to the life chances of children by mitigating the impact of poverty, which is linked to poor life outcomes in early childhood, including health outcomes. The Programme comprises four elements: - Funded part-time, high-quality childcare for 2-3 year olds; - Enhanced Health Visitor support; - Access to parenting support; and - Support for speech, language and communication development. The evaluation will build on the previous evaluations by gaining a greater insight into the experiences of Flying Start families, particularly in relation to any perceived differences and impacts the programme may have made. This evaluation will also explore the possibility of and look to undertake a counterfactual analysis using data that will be available through the Secure Anonymised Information Linkage databank (SAIL) on Flying Start services in each Local Authority.
