## Summary

Cardiff Council has recently completed the procurement process for the "Flying Start Placement Scheme - Riverside." The contracting process is related to the industry of Child Daycare Services and specifically targets the provision of part-time childcare services for children aged 2-3 years. Located in Cardiff, the initiative aims to meet the Welsh Government's standards for Flying Start Programme. This procurement stage has concluded with the awarding of a contract, initiated in August 2024, using a limited method without prior publication of a call for competition. The procurement rationale indicates there were no other registered childcare providers within the targeted area capable of meeting the programme's needs.

This tender presents significant business growth opportunities, particularly for specialised childcare providers who can meet stringent regulatory standards. Small and medium-sized enterprises (SMEs) within the childcare sector, particularly those capable of providing bilingual services in Welsh and English, stand to benefit from such procurement opportunities. The awarded contract saw Little Angels Flying Start Nurseries Ltd successfully secure the tender, highlighting the potential for similar enterprises to participate in future tenders facilitated by local government bodies like Cardiff Council. The contract valued at £722,227 exemplifies the economic potential available to capable bidders.

### Procurement Information

32(2(b)) Where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons: - (ii) competition is absent for technical reasons but where no reasonable alternative or substitute exists, and absence of competition is not as a result of an artificial narrowing down of the parameters of the procurement. There are no other registered childcare providers operating within this targeted area that can meet the needs of Flying Start. Within this radius there is one Flying Start setting, and we cannot increase the numbers we contract with this setting due to CIW registration. If we need to factor in a new build, it's uncertain as the current capital programme runs to March 31st, 2025. We would also need to consider the length of time it takes to secure a new provider and CIW registrations.
