### Lot Information

Lot 1

The services to be provided under the contract are shared support services for individuals with learning disabilities and/or autism support needs in day and work opportunity settings. The day service element is delivered from Hwb Cyfle, a purpose build day service centre based in Queensferry which opened in 2019 to replace the former Glanrafon day centre. Work opportunities services are delivered from five further sites and the supported employment teamwork with individuals to support them accessing volunteering and internship roles to gain sustainable, paid employment. The Council has an existing contract in place dated 1st February 2018 with the Contractor for the provision of the services. The total contract value for the initial 5 years of the contract was 9,564,507.00 GBP which was extended for a further two years for a value of 3,876,799.00 GBP making a total of 13,441,306.00 GBP The Council would like to extend the contract as set out in this notice for a further 5 years to March 2030 plus an option to extend for a further two years until March 3032. The projected 5 year extension would result in a contract value (up until March 2030) of 25,276,380.35 GBP and if the two year further extension option is utilised the total contract value would be 30,358,407.23 GBP

### Procurement Information

The Council are extending the contract in reliance on the exception set out in Regulation 72(1)(e) of the Public Contract Regulations 2015. The Council does not consider the extension to be substantial in accordance with Regulation 72(8) for the reasons set out below. The extension does not render the contract materially different in character from the one initially procured, as the same services will continue to be provided. The extension does not introduce conditions which would have the effects set out in Regulation 72(8)(b)(i) to (iii) regarding other candidates or participants either. The services to be delivered subject to the contract extension will continue to be predominantly day and work opportunities services for individuals with learning disabilities and autism support needs as per the current service delivery. Any modifications made to the existing contract will be incorporated for the purposes of service improvement, not a fundamental change to the service. This will, therefore, not render the contract materially different in character from the original and will not considerably change the scope of the contract. The economic balance of the contract would remain unchanged, and the scope of the contract has not extended considerably. Any economic changes will not change the economic balance of the contract in favour of the contractor in a manner which was not provided for in the initial contract and will be based on agreed increases in price. Contract governance arrangements will incorporate regular finance reviews to ensure that the commissioned services both represent and demonstrate value for money. For contracts covered as part of the Light-Touch regime, the local authority's Contract Procedure Rules permit an exception to be sought where; The performance of the existing contractor in delivering the required services under the existing contract has been monitored and assessed as satisfactory or better; (CPR 2.10.2 (vii)) and The quality of the required services as required by the existing contractor under the existing contract has been assessed as satisfactory or better; (CPR 2.10.2 (viii))
