## Summary

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, has completed a procurement process for the acquisition of Quality Management Software for Clinical Diagnostics and Therapeutics. This software aims to integrate existing departmental processes using a comprehensive document management system, ensuring any issues are identified and rectified promptly. The procurement, classified under the Health industry category, is pertinent to the region UKL22 (Cardiff and Vale University Health Board region). The contract has been awarded without prior publication of a call for competition to Ideagen Gael Ltd, a large-scale supplier based in Glasgow. The contract, valued at GBP 404,623.94, was signed on 31 October 2024 for a duration of five years, following a negotiation process that extended the initially planned three-year framework contract to five years.

This tender presents significant opportunities for businesses involved in health IT solutions, particularly those specialising in quality management systems. Companies capable of delivering robust and compliant cloud-based solutions would benefit greatly from this contract, which underscores the critical need for regulatory compliance in healthcare settings. By adopting such innovative technology, businesses can position themselves as key players within the healthcare sector, catering to the stringent requirements of clinical diagnostics and therapeutics. The move towards standardisation and centralised access to quality management systems across multiple clinical departments highlights the growing demand for integrated health IT solutions, paving avenues for collaborations and further contracts within the healthcare infrastructure.

## Notice

The software integrates the department's existing processes by using a comprehensive document management system that allows departments to identify and rectify any issues before they arise.

### Lot Information

Lot 1

Within the Cardiff and Vale Health Board sits the Clinical Diagnostics and Therapeutics Clinical Board that consists of seven directorates which provide a wide range of diagnostic and therapeutic procedures on a local, national and UK-wide basis. These core services collectively underpin and are the core components of almost every aspect of clinical activity undertaken within the Health Board. There are four directorates within CD&T that are wanting to procure a quality management software so to standardise their software across the board. This would include Laboratory Medical department, Clinical Haematology Department, Radiology and Medical Physics. By using this software across the board, it will create a standardisation allowing the CD&T board to access their quality management software on one portal. Whilst there is a route to market via a framework through a Direct Award, the Health Board would be restricted to a 3 year contract. After negotiating with the supplier during the market research, the Health Board was able to commit to a 5 year contract, allowing a further cost avoidance overall.

### Procurement Information

To ensure regulatory compliance, it is required for Cardiff and Vale's data to be move to a cloud based solution. The Health Board's compliance hinges on having a robust system for capturing all information required to retain regulatory accreditation. Uploading the historic information to a new platform would not be feasible and puts the Health Board as risk.
