## Summary

Cardiff Council has completed a procurement process for the Ty Ephraim modular build project, aimed at delivering 35 demountable modular housing units for temporary accommodation for homeless single people. The project, located in Cardiff (UKL22), will include 33 standard one-bed units and two partially accessible one-bed units, featuring external walkways, CCTV, resurfacing of carriageways/footpaths, boundary treatment, door entry system, and SAB features. The contract, valued at £6,812,858, was signed on 28th October 2024, with Wates Construction Ltd appointed as the supplier through a limited procurement method, justified by extreme urgency due to the housing crisis.

This tender offers substantial opportunities for businesses in the construction and housing sectors, particularly those capable of rapid response and modular construction. Companies specialising in temporary housing solutions, security installations, and urban infrastructure improvements could find significant growth potential by engaging in similar projects. The urgent nature of this contract demonstrates the high demand for swift and flexible housing solutions, positioning agile and innovative businesses well-suited to compete in this market.

### Procurement Information

The Negotiated Procedure without Prior Publication is being followed and is justified under Regulation 32 (2) (c) for the award of a public works contracts Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive. The Council is seeking to make a direct award to Wates to respond to the Housing crisis and provide urgently required temporary accommodation. This ground applies "insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with". The urgent nature of the current housing crisis and the fact that no public authority could have foreseen the range of pressures currently being faced that have resulted in a sever lack of suitable temporary accommodation, provides the rationale for the Council to place reliance on this regulation.
