## Summary

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, has awarded a contract to SYNLAB for additional outsourcing of genetic testing. This procurement process is categorized under the health industry and focuses on services. It is vital due to the relocation of the All Wales Medical Genomics Service (AWMGS) from the University Hospital of Wales to CIGC in Cardiff scheduled for October 2024. The contract was necessary due to unexpected laboratory capacity reductions, requiring an emergency solution to ensure the continuity of genetic testing across Wales. The award, worth £660,000, was officially signed on 27th September 2024 following a limited procurement method due to extreme urgency.

This tender presents significant opportunities for businesses, particularly those in the healthcare and genomic testing sectors. Companies with experience in genetic and laboratory testing, and those capable of rapid response in urgent circumstances, would find this contract valuable. The decision to engage SYNLAB was influenced by their familiarity with AWMGS’s processes and their ability to provide the required capacity and fast turnaround times, demonstrating the importance of prior experience and readiness in securing such contracts. Leveraging such contracts can lead to growth in market presence and expertise in handling urgent healthcare needs.

## Notice

The All Wales Medical Genomics Service are relocating from the University Hospital of Wales to CIGC in October 2024. To support this relocation, outsourced testing is required to provide continued support across Wales due to downtime of laboratory testing activity. The initial plan was to utilise laboratory space across NHS functions within the United Kingdom. However, due to late changes in capacity of these laboratories this is no longer feasible. Hence, the decision has been made to single award due to timescales preventing full tender and utilise Synlab Laboratories given they are familiar with AWMGS processes and able to provide the capacity and quick turnround required. Additional testing has been required due to a time delays attributed to the movement of equipment.

### Lot Information

Lot 1

The All Wales Medical Genomics Service (AWMGS) is an NHS specialist health service hosted at Cardiff and Vale University Health Board. The AWMGS delivers its services across Wales supporting patients with genetic conditions and those at risk of developing symptoms of a genetic condition, and in addition delivering genomic tests. As part of the Welsh Government's Genomics Delivery Plan for Wales's, AWMGS will be relocating from UHW to its new facility at CIGC. All Wales Genomic Laboratory currently provide hundreds of diagnostic tests, averaging a sample throughput of over 3,100 a month. Many of these tests are urgent patient critical diagnosis and treatments, with short turnaround times and as such, a provision must be supplied.

### Procurement Information

Public Contract Regulations. Regulation 32 (C) "insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with." Due to the unforeseen circumstances of UK NHS Laboratories reducing capacity for send out testing. AWMGS are required to relocate to CIGC from October 2024. Therefore, it is of extreme urgency that Synlab are awarded the contract to provide additional emergency testing given the delay of transferring equipment appropriately.
