## Summary

Carmarthenshire County Council, along with five other local authorities (Pembrokeshire, Ceredigion, Swansea, Neath Port Talbot, and Powys), is in the planning stage of a procurement process for a Collective Purchase Scheme for Solar PV Systems for Homeowners. This initiative, under the category of General Public Services and valued at £41,000, primarily focuses on renewable energy products like Solar PV systems, battery storage, and EV charge points. The procurement, which will cover the regions of SW and Mid Wales, involves engaging a service provider with technical and marketing expertise to manage these collective purchasing schemes. Key documents pertaining to this planning have been published, with the next significant update expected by 31st December 2024.

This tender presents significant opportunities for businesses, particularly those specialising in renewable energy solutions and services. Companies that can provide technical expertise, marketing strategies, and customer service for the supply and fit of solar PV arrays, battery storage, and EV chargers are well-suited for this project. Additionally, businesses with accreditation for installing such systems and capable of handling regional distribution and customer engagement processes stand a good chance to leverage this opportunity for substantial market growth and establish a strong foothold in the green energy sector within the targeted regions.

If implemented, such schemes could potentially be run annually for homeowners and small business premises within the SW and Mid Wales regions. The aim of such an initiative would be to enable residents to install high-quality renewable energy products at a reduced price. The aim of this early market engagement exercise is to determine whether there is a market to help residents purchase "supply and fit" PV arrays, battery storage, and electric vehicle (EV) chargers at an affordable price from accredited installers. The contractor will handle customer service, vet installers and provide regional capacity for rollout of solar PV, plus provide relevant project data to the lead authority. This PIN forms part of a preliminary market engagement and speculative scoping exercise to help inform the Council's potential approach to procuring such services. There is no guarantee or commitment that this PIN will result in a subsequent tender exercise. The Council reserves the right to cancel the exercise at its sole discretion. This exercise will not be used for the purposes of short-listing at a later stage and non-participation will not restrict access to any future tender opportunity. The Council reserves the final right to follow what it considers to be the most appropriate approach to market and will not meet any costs incurred by any party in responding to this scoping exercise. Having considered all representations, the Council reserves the right to package the requirement in such a way as to offer the most cost effective, sustainable solution..
