## Summary

The Wales Council for Voluntary Action (WCVA), based in Cardiff, has completed the award stage of a public procurement process titled "Safeguarding Content Creation". The procurement falls under the services category, with a focus on research and development consultancy, design and execution of research, business services, e-learning services, and other professional services. Promo Cymru Limited has been awarded the contract, which was signed on 14th February 2025 after a tender period that ended on 20th January 2025. The procurement method used was open, encouraging broad competition for the award.

This tender presents significant opportunities for businesses specialising in digital content creation, consultancy, and e-learning. Particularly, companies skilled in service design and co-production methodologies stand to benefit greatly. The demand for safeguarding digital resources allows businesses to contribute to an important social cause while expanding their portfolio and market presence. Organisations with a collaborative ethos and expertise in working with diverse teams, including safeguarding and communication teams, will find this contract particularly suitable for enhancing their growth and development prospects.

## Notice

We recently commissioned a first evaluation of WCVA's safeguarding service, alongside a feasibility study for how we could evolve the service to meet continually growing demand. The reports found that that developing a suite of digital resources to support delivery would be one of the most effective ways to meet demand within current staff capacity. We would like the appointed content producers to work with WCVA's Safeguarding Team, Communications Team, CVC safeguarding officers and other organisations, as applicable, to take an approach that puts users at the centre of the content development. We're particularly welcoming of service design and/or co-production methodologies being applied.
