## Summary

NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, has awarded a contract for the maintenance of Seegene Starlet and Nimbus Platforms under the tender reference PHW-STA-2324-067. This contract falls under the health industry category and is located within the UK. The contract was signed on 28th January 2025 and is set to last for 36 months. The procurement method used was a limited award procedure without prior publication due to the necessity of ensuring continuity in Covid-19 testing through these platforms, with no available framework agreement to utilise. The total contract value is £654,601.05 GBP, and the maintenance services are essential for the longevity and effectiveness of the said platforms throughout the lab network.

This tender offers significant opportunities for businesses specialising in medical equipment maintenance, especially those with expertise in laboratory platforms like Seegene Starlet and Nimbus. Businesses that can provide reliable and preventive maintenance services will benefit from such procurement opportunities, enabling them to establish long-term partnerships with public health institutions. Companies in the SME sector, such as Mast Group Ltd, which was awarded this contract, are well-positioned to compete due to their specialised knowledge and capacity to meet the stringent demands of health service procurement. This contract highlights the importance of technical competency and the ability to ensure consistent service delivery in the healthcare industry.

### Procurement Information

Public Health Wales utilise the Starlet and Nimbus platforms across the laboratory network as the main medium throughput platforms for Covid-19 testing. It has been confirmed by the manufacturer the analysers have a 7-year life expectancy therefore planned preventative maintenance is required for the remainder of the lifespan. NWSSP Procurement Services cannot identify a Framework Agreement that can be used to award this contract. For the reasons outlined above and to ensure continuity of the analyser maintenance, PHW have no option but to enter in to an agreement without any formal underpinning Framework Agreement for a 36 month period.
