## Summary

The Vale of Glamorgan Council has completed the procurement process for an asset management platform, awarding a contract to Brightly Software. This platform is intended to support an integrated approach to managing the council's highways, waste management, parks, and grounds assets. Located in Barry, UKL22 region, the council finalised the contract on January 29, 2025, following a limited procurement method under Regulation 32 (2) (b) (ii) due to the absence of competition for technical reasons. The contract has a value of £226,656 GBP and involves a cloud-based solution to enhance operational efficiency and service delivery across various council departments and external stakeholders.

This tender presents substantial opportunities for businesses that offer complementary software, maintenance, and support services in the public sector, particularly those experienced in asset management and mobile working solutions. Large-scale enterprises with the capability to integrate complex IT systems and provide ongoing support would be well-suited to compete in future tenders. The necessity for continuous improvement and integration within the Vale of Glamorgan Council's operations indicates a strong potential for collaborative ventures and long-term partnerships, making this a significant opportunity for companies aiming to expand their market presence within local government frameworks.

Brightly is the developer and proprietor of the licences and support, therefore competition is absent for technical reasons. The current asset management and mobile working system enables the Council's Neighbourhood Services and Transport direct access to service information required by frontline staff regardless of their location. It also allows our external stakeholders to integrate and work in partnership with the Council, and they have invested in software, training and equipment as well as future proofing services in order to integrate processes and work more efficiently and effectively with the Council. This award allows the Council to continue to use the business-critical asset management platform and further develop its services to meet identified Business need across other Council departments and enhance engagement with external stakeholders. The requirement to use this platform will be included in all relevant specifications as part of future tendering process. This will be for the duration of the contracts and suppliers are expected to utilise the platform as part of their work with the Council.
