## Summary

The Welsh Government, headquartered in Cardiff, awarded a contract on 13th June 2025 to Miller Research (UK) Ltd for the "Evaluation of the Welsh Language Communities Housing Plan". This procurement process followed an open method and was categorised under services, with a focus on research and development as well as consultancy services. The tender, which has moved into the award stage, sought proposals to conduct a comprehensive impact evaluation of the housing plan directed at Welsh-speaking communities. The evaluation will be conducted over two parts, with work commencing in April 2025 and concluding by May 2026, across various locations in Wales, particularly those with high levels of second homes.

This tender presents significant opportunities for businesses specialising in research and development, particularly those offering evaluation and consultancy services. Businesses that can provide expertise in social and economic research, with a focus on community empowerment and housing policy, are particularly well-suited to compete. Furthermore, firms with the capability to handle data collection, both primary and secondary, to inform impactful recommendations for the government's housing initiatives will find this contract desirable. The project also supports potential consortia bidding, which can broaden opportunities for collaborative growth and innovation among businesses in the research services sector.

## Notice

The aim of the project will be to undertake a process and impact evaluation of the Welsh Language Communities Housing Plan (WLCHP). The impact evaluation is expected to be a theory-based impact evaluation. The evaluation will seek to establish how the Plan has empowered communities to create and develop schemes to address the challenges facing Welsh-speaking communities with high levels of second homes. In addition to presenting findings, the evaluation will be expected to develop recommendations regarding the design and implementation of the Plan. Aspects of the evaluation will support the Government's further work in introducing the Plan, and develop the evidence base on Welsh speaking communities addressing the challenges of high numbers of second homes. The work will be carried out in two parts during the life of the Plan. Work Package 1 aims to develop a comprehensive theory of change and evaluation framework as a basis for data collection and the evaluation of the Plan. Work Package 2 aims to undertake an evaluation of the Plan and address key research questions. The impact evaluation is expected to be theory-based, but also to discuss the impact of specific programs. A process evaluation of the Plan is also expected. The evaluation is expected to draw on primary data collected during the delivery of the Plan, and secondary data where possible.Timescale:April-June 2025: Work Package 1 - Scoping and preparation phaseOctober 2025-May 2026: Work Package 2 - Evaluation
