## Summary

The procurement process, conducted by Social Care Wales, aimed at prototyping a digital resource for the All Wales Induction Framework (AWIF) for early years and childcare managers, falls under the industry category of research and development services. This project is based in Cardiff, with the organisation’s address being South Gate House, Wood Street, Cardiff, CF10 1EW. The tender was conducted through an open procurement method, focusing on the Discovery Phase. The procurement process moved through the tender stage, starting from 9 April 2025, with submissions closing on 29 April 2025. The award was completed by 22 May 2025, with a contract subsequently signed on 15 May 2025. The procurement's primary focus was on a comprehensive service contract for the development of digital learning tools and enhancing the induction process for new workers in health and social care settings.

This tender offers significant opportunities for businesses in the research, development, and educational sectors, particularly those with expertise in digital solutions and training services. With a broad scope covering digital resource prototyping and potential subsequent development phases, firms specialising in research and consultancy services could significantly benefit. Businesses with innovative approaches to e-learning and digital engagement are well-suited to competing, as the project entails user testing and the development of prototypes to improve current frameworks. Such initiatives align with government priorities in enhancing public service systems and provide potential partners with a platform for growth in both the public sector and digital education markets. The chosen supplier, Hoffi Limited, highlights the need for collaboration with local suppliers experienced in digital consultancy within the public service domain.

## Notice

IntroductionThe All Wales Induction Framework (AWIF) for early years and childcare managers is a set of standards derived from the mandatory learning outcomes of the Level 4 Preparing for Leadership and Management and the Level 5 Leadership and Management of Children's Care, Play, Learning and Development qualifications. The AWIF is a structured framework designed to support the induction of workers new to early years and childcare roles in Wales. It provides a foundation for developing the skills, knowledge, and values needed to deliver high-quality care and support. The AWIF consists of two parts (A&B). This project will focus only on Part A which centres on the knowledge that new workers need to understand before practicing safely and effectively in health and social care settings. It provides a structured approach to learning key concepts, values, and responsibilities required in their role.BackgroundThis project will run alongside the pilot programme to support the implementation of the AWIF and conduct discovery work to identify any digital product needs. The pilot involves working with four local authorities to establish standardised approaches for quality assurance (QA) of completed frameworks, identifying best practices and areas for improvement. Alongside this, the discovery phase will assess how pilot areas are currently using the Word document version of the framework and explore whether a digital solution could enhance user engagement and experience, informed by insights from the pilot. If both the pilot and Phase 1 (discovery) confirm the need for a new resource, we will move to commission a Phase 2 - Development. This phase will focus on creating the EYCC AWIF for Managers Workbook.2.3 What is required / 'The Requirements'Phase 1 DiscoveryUnder this contract, we are seeking a suitably skilled and experienced supplier to conduct the first Discovery Phase of this project. The supplier will:- Conduct research to understand and document the specific user needs that the EYCC AWF for Managers Workbook must meet.- Assess the effectiveness of the existing workbook (currently in Word format) is meeting user needs.- Identify any barriers or challenges that may limit its usability or effectiveness.- Identify opportunities for improvement, including the potential development of a digital solution to address unmet needs or overcome identified challenges.- Evaluate how the new EYCC AWF for Workers Workbook (delivered as an e-learning module) meets user needs.- Extract insights that can be applied to the managers' version to enhance its effectiveness.- Develop prototypes of the revised managers' workbook.- Conduct user testing to gather feedback and refine the design based on user experience.- Work closely with the Social Care Wales's Digital & Technology Team to explore the feasibility of different solutions.- Provide recommendations on the most effective format and delivery method for the final product. Please see specification for more detail
