## Summary

Cardiff University has embarked on a procurement process for the leasing of cardiovascular fitness equipment, specifically targeting the services sector. This procurement, falling under CPV code 51121000, is focused on serving the university's sports facilities, with delivery in the UKL region. Initially planned for earlier, the initiative has progressed to the contract award stage, with the signed agreement dating back to 16th April 2025. The project commenced on 25th July 2025 and is set to conclude by 25th July 2026. Following issues in prior evaluations, Cardiff University revamped the specifications, emphasizing quality over price to ensure the new fitness equipment meets their demands.

This tender presents significant growth opportunities for businesses specializing in fitness equipment leasing and management, particularly those capable of offering high-quality, space-efficient solutions. Large suppliers, such as TECHNOGYM U.K. LIMITED, which was awarded the contract, stand to benefit from such engagements that require not only the provision of durable and leading-edge fitness solutions but also ongoing maintenance services. Businesses with a strong portfolio in fitness equipment servicing, as well as a keen understanding of institutional procurement standards, would be well-placed to compete in future similar tenders by Cardiff University and other educational institutions. The strategic importance of such contracts lies in long-term partnerships that could lead to continuous service extensions and new collaborations.

### Lot Information

Lot 1

Extension to: Procurement of a Leasing Agreement for a range of Cardiovascular Fitness Equipment - ESPO 345. This is a re-tender of CU.543.AD where 5 bids were received but after evaluation there was an issue with the dimension flexibility of the equipment issued to the bidders resulting in all equipment being offered was too big and would not fit in the required footprint of the buildings. Also, the evaluation was heavily weighted on price which resulted in a low price dominating the evaluation, but the quality was also not to the right level to ensure that what services were to be provided alongside the equipment met the Universitys requirements. Therefore, the specification has been revamped to ensure that it is clear to the bidder the maximum dimensions required but also the quality questions have been tweaked with some more added to ensure service levels required are met. Quality is now 60% with Price 40%. Cardiff University Sports wish to establish a lease agreement for a range of cardiovascular fitness equipment. This is an opportunity for bidders to Tender to supply, deliver, install cardiovascular gym equipment. During the lease period a maintenance service is also required of the leased equipment. The appointed bidder will be required to provide fitness equipment that is market leading, durable and should meet the needs of Cardiff University Sports and its customers, whilst representing value for money.
